Liquan Builds Full-lifecycle Digital Management System for Rural Assistance Assets
Liquan County in Shaanxi Province has established a standardised, digital and long-term supervision system for rural assistance assets, solidifying foundations for consolidated poverty alleviation outcomes and comprehensive rural revitalisation. Local agricultural and rural authorities have focused on full-cycle management and digital empowerment to standardise asset registration, system entry and operational supervision across all rural assistance resources.
The county has completed comprehensive asset inventory and filing to standardise grassroots asset management. Targeted administrative documents have been issued to unify inspection scope, operational standards and implementation procedures. A three-tier work team covering county, town and village levels has conducted full-coverage asset verification through field inspections, document comparison and grassroots confirmation.
The inspection covers all operational, public welfare and household-oriented assets funded by fiscal allocation, public assistance and social donations during poverty alleviation and transitional periods. A complete three-level ledger system at county, town and village levels has been built to record asset category, original value, construction time, ownership, management subjects and operational returns, ensuring full consistency between physical assets and registered data.

In accordance with standardized asset ownership principles, all verified assets have undergone public announcement, unified confirmation and official handover procedures to clarify rights and responsibilities. To date, Liquan has registered a total of 1,249 assistance assets with an original value of 658 million yuan, including 424 operational assets worth 159 million yuan and 825 public welfare assets worth 499 million yuan.

Local authorities have compiled specialised operational manuals to standardise online data entry and eliminate errors, omissions and duplicate entries. Adhering to consistent online and offline data standards, full supporting documents including ownership certificates and handover agreements have been uploaded to complete digital filing.
A three-level review mechanism featuring village preliminary examination, town recheck and county final verification ensures 100 percent accuracy and completeness of digital asset data. Dynamic updates, regular data comparison and real-time monitoring mechanisms support full-lifecycle digital supervision, covering asset formation, ownership confirmation, operational adjustment and disposal management.

Specialised management rules for subsequent maintenance, operation and revenue distribution have been released to form a standardised governance model based on institutional constraints and procedural regulation.
