Shitai Tax Bureau Boosts Spring Ploughing with Tax Incentives and Services
As the critical period for spring ploughing and preparation gets underway, the Shitai County Taxation Bureau of the State Taxation Administration has fully exerted its tax functions, leveraging the “Tax Spring Breeze” initiative to accelerate spring ploughing progress and inject strong tax impetus into the stable production and income increase of agriculture across the county.
Guangming Net reports that Shitai County is a key county for selenium-rich agriculture, home to more than 330 agriculture-related enterprises. The comprehensive output value of its selenium-rich industry exceeded 11 billion yuan in 2025, with the brand value of “Ecological Selenium Capital” continuing to rise. To support the development of this characteristic industry, the Shitai County Taxation Bureau has set up a “Youth Tax Assistance Team for Agriculture”.
The team has sorted out and compiled agricultural policy packages, carried out targeted policy promotion through “policy finding people” and special visits themed “delivering policies, asking about needs and solving problems”, providing one-on-one guidance to enterprises on standardizing tax declaration procedures and grasping the applicable conditions of tax policies.
Walking into the digital planting base of Anhui Zhongxi Agricultural Technology Co., Ltd., sensor devices in the intelligent greenhouses monitor temperature and humidity in real time, while drones conduct precise operations, presenting a vivid picture of modern agriculture. “We have increased investment in innovation in recent years, but we were unclear about how to collect R&D expenses and what materials to retain,” said Wang Yuyin, the company’s financial director. “After on-site guidance from tax cadres, the policy guidelines have become clearer, and accounting processing has become more standardized.”

Fan Langsheng, director of Anhui Zhongxi Agricultural Technology Co., Ltd., introduced that the enterprise has enjoyed a total of 330,000 yuan in tax reductions and exemptions, including additional deduction for R&D expenses. “The tax dividends have allowed us to invest more funds in R&D and achievement transformation,” he said. The company has built a 2,680-square-meter intelligent glass greenhouse, creating Anhui’s first “5G + smart agricultural high-selenium plant factory” with continuously enhanced industrial competitiveness.
In addition to reducing burdens for agriculture-related enterprises through policies, the Shitai County Taxation Bureau has further deepened the “tax-credit interaction” mechanism to solve funding problems for agricultural enterprises. By accurately screening eligible agricultural business entities through tax big data and strengthening collaboration with financial institutions, it helps farmers and agricultural enterprises apply for “tax-finance link” loan qualifications, enabling micro and small enterprises to “exchange credit for loans”. Since last year, it has helped 6 agricultural enterprises obtain 17.6 million yuan in loans.
Spring ploughing relies heavily on agricultural materials. Since March, the bureau has focused on key local agricultural material enterprises, establishing a “point-to-point” docking mechanism and providing customized policy promotion on tax reduction policies for agricultural-related enterprises. “Agricultural materials are the ‘assurance’ for spring ploughing. In the past, insufficient invoices worried me every busy farming season,” said Master Ding, director of Shitai Xiaohe Agricultural Materials Business Department. “Now the tax department has opened a green channel for invoice quota increase, and online applications can be approved quickly.”
Family farms, an important force in spring ploughing, have also benefited from tax incentives. “To expand output, we bought a rice transplanter this year. Unexpectedly, we can enjoy not only agricultural machinery purchase subsidies but also exemption from vehicle purchase tax, totaling 37,000 yuan in tax reductions,” said Shen Guohua, director of Longjingyuan Family Farm in Qidu Town. Data shows that in the first quarter of this year, agriculture-related enterprises in the county enjoyed a total of 1.41 million yuan in various tax incentives, a year-on-year increase of 4.4%.
