Low-Altitude Economy Takes Off in Ping'an District, Haidong, Fostering New Productive Forces

Recently, a visit to the Qinghai Hehuang Low-Altitude Industry Training Base in Saitai Village, Sanhe Town, Ping'an District, Haidong City, Qinghai Province, revealed a bustling scene. The hum of drones filled the training ground as several unmanned aerial vehicles (UAVs) took off and hovered steadily under the control of trainees. Ahuai Hu, a trainee from Datong County, stared intently at the screen and operated the remote control skillfully, following the coach’s instructions. 

China Economic Net reports that the low-altitude economy in Ping'an District moved from “concept” to “practice” in September 2025, when Gaoju Group launched a UAV training and assistance program at Gucheng Central School in Ping'an District. Half a year later, the “low-altitude dream” in this land has taken flight. 

Earlier this year, Ping'an District signed a cooperation agreement with Gaoju Group and unveiled the Hehuang Low-Altitude Industry Training Base. Integrating theoretical teaching, simulation training and practical flight, the base expands the industrial application of UAVs in fields such as agricultural plant protection, surveying and inspection, and formation performances, helping the low-altitude economy carve out a new prospect in the Hehuang Valley.

Supported by assistance funds from the State Taxation Administration, Ping'an District takes the training base as the carrier to build the “Ping'an Pilot” labor brand, focusing on cultivating professional talents proficient in UAV operation and effectively broadening channels for people to find employment and increase their income. 

Equipped with complete teaching facilities and professional faculty, the base adopts a scientific training model of “theory + simulation + practice” to ensure every trainee truly masters practical skills. According to the cooperation agreement between the two parties, qualified trainees will be given priority in employment recommendations, and outstanding trainees can even participate in high-end projects such as UAV formation performances. At present, the first batch of 30 trainees is receiving systematic training, effectively improving their employability and realizing the people's livelihood goal of “employment at the doorstep”. 

Ping'an District is now fully promoting the application of UAVs in various fields. In the agricultural sector, UAV plant protection operations have made steady progress, with a cumulative operation area of 32,000 mu. Compared with traditional manual pesticide spraying, UAV operations are much more efficient, with more uniform spraying, which effectively reduces pesticide harm to the human body and helps improve agricultural quality and efficiency. 

Meanwhile, the district is actively exploring the application of UAVs in surveying and mapping inspections, formation performances and other fields, accelerating the construction of a complete low-altitude economic industrial chain, striving to attract upstream and downstream enterprises to settle and gather, and promoting in-depth integration and coordinated development of the low-altitude economy with the digital economy and cultural tourism industry. 

Li Hong, Director of the Ping'an District Low-Altitude Economy Development Office, stated that as the 15th Five-Year Plan begins, Ping'an District regards the low-altitude economy as an important breakthrough to foster new productive forces and promote high-quality regional development. “We will continue to deepen strategic cooperation with Gaoju Group, strengthen and optimize the 'Ping'an Pilot' labor brand, and promote the wide application and iterative upgrading of the low-altitude economy in various fields,” he said. 

These efforts are constantly activating new momentum for regional development and providing solid support for the vigorous development of emerging industries on the plateau, showing a vivid picture of Ping'an District's exploration in developing new productive forces through emerging industries.
