Tianjin Strengthens Agricultural Law Enforcement to Safeguard Spring Ploughing

As spring ploughing enters a critical period, farm machinery rumbles across the fields, agricultural stores are fully stocked with high-quality seeds and chemical fertilizers, and farmers are seizing the farming season to prepare for production. Meanwhile, Tianjin’s comprehensive agricultural law enforcement team, consisting of municipal and district-level agricultural law enforcement personnel, has been going deep into agricultural material markets and fields to inspect counterfeit and shoddy products, ensure safety, strengthen cooperation and popularize laws, building a legal barrier for spring ploughing with precise law enforcement.

China Agricultural News reported that agricultural materials are the "source" of grain production, and counterfeit and shoddy agricultural materials must not harm farmers or delay the farming season. Du Lei, Captain of the First Detachment of Tianjin Agricultural Comprehensive Administrative Law Enforcement Brigade, said that the special spring ploughing law enforcement focuses on cracking down on illegal acts such as producing and selling counterfeit and shoddy products, unlicensed operation, trademark infringement and substandard labels.

"At present, the main problems investigated and dealt with are concentrated in unlicensed operation, insufficient effective ingredients of agricultural materials and non-standard product information labeling," Du Lei added. To block counterfeit and shoddy agricultural materials from flowing into farmland from the source, Tianjin has built an all-chain supervision defense line.

Du Lei introduced that law enforcement departments dynamically update the supervision list of agricultural material operators, improve classified supervision files, and implement a closed-loop supervision of "source control + market inspection + quality monitoring", handling illegal clues quickly. They also deepen municipal-district linkage, multi-department cooperation and Beijing-Tianjin-Hebei cross-regional law enforcement to eliminate supervision blind spots and cut off cross-regional illegal chains.

In addition, through rural law popularization lectures and case-based law interpretation, farmers are taught to identify counterfeit products by hand, and rights protection channels are smoothed to comprehensively safeguard the order of the agricultural material market. Agricultural machinery safety is directly related to the efficiency and safety of spring ploughing operations. During this year’s spring ploughing, Tianjin’s agricultural machinery law enforcement has kept a close eye on the whole process, achieving zero safety accidents.

"When agricultural machinery starts, safety comes first. We will never allow agricultural machinery to operate with faults or operators to work without qualifications," said Sun Jixian, Captain of the Eighth Detachment. Law enforcement personnel have carried out comprehensive safety inspections in agricultural machinery cooperatives, maintenance outlets and fields, strictly investigating potential hazards such as unlicensed driving, illegal passenger carrying and missing safety devices.

Data shows that during this year’s spring ploughing, the city has dispatched more than 1,000 law enforcement personnel, inspected nearly 500 agricultural material operators and agricultural machinery cooperatives, and carried out more than 30 cross-regional and multi-department joint law enforcement operations, covering tens of thousands of farmers with law popularization lectures.
