Hunan Maps Out "15th Five-Year" Plan to Boost Rural Revitalization, Advance to Agricultural Powerhouse

On April 13, the Information Office of the People’s Government of Hunan Province held a special press conference in Changsha to fully interpret the "Outline of the 15th Five-Year Plan for National Economic and Social Development of Hunan Province". According to Rednet, Hunan will give top priority to the work of "agriculture, rural areas and farmers" during the "15th Five-Year Plan" period, focus on agricultural and rural modernization, solidly promote all-round rural revitalization, and accelerate its transformation from a major agricultural province to a strong agricultural province.

Grasping grain production is the foundation of Hunan’s rural development. The province will stabilize the grain planting area at around 71.5 million mu to consolidate the "Dongting Lake Granary", and strive to increase grain output to about 62.5 billion jin by 2030. According to China News Network, Yuelu Mountain Laboratory, a world-class seed industry innovation platform, will play a key role in the seed industry revitalization campaign, cultivating high-yield, high-quality and adaptable grain and oil varieties.

The laboratory has gathered more than 2,000 high-level seed industry talents, with teams led by academicians making remarkable achievements: Academician Zou Xuexiao built China’s largest pepper germplasm resource bank, Academician Yin Yulong cultivated local livestock breeds, and Academician Guan Chunyun developed high-oil rapeseed varieties. Hunan will also promote the "six increases and two controls" key technologies to improve per unit yield and enhance disaster prevention capacity by building high-standard farmland.

Accelerating industrial development is another focus. Hunan will optimize industrial layout, foster more influential leading agricultural enterprises nationwide, and build a number of national and provincial modern agricultural industrial parks, aiming to create a trillion-level green agricultural products and food processing industrial cluster. Meanwhile, it will speed up the construction of the "Dongting Fragrance +" provincial public brand system to help more high-quality agricultural products go out of Hunan and overseas.

Promoting farmers’ income increase is a key goal. The province will implement the 10-Million-Household Income Increase and Common Prosperity Project, stabilize grain-growing income, develop county-level income-increasing industries, and ensure migrant workers’ stable employment. It will strive to achieve the "four higher than" goals for the income growth of rural residents in inter-provincial border counties, while adhering to regular targeted assistance to prevent large-scale.

In terms of rural construction, Hunan will learn from the "Ten-Thousand-Village Project" experience to build livable, suitable and harmonious villages, improve rural infrastructure and public services, and carry out mass cultural and sports activities such as "Village BA" and "Village Chef Competition". It will also deepen rural reforms, promote the pilot project of the second round of land contract extension, and promote the flow of resources to rural areas to inject vitality into rural revitalization.
