Shanxi Launches "Touyan" Work Stations to Boost Rural Talent Cultivation

A promotion meeting for Shaanxi Province’s "Touyan" Project was held at Northwest A&F University on March 20, marking a new phase of comprehensive coordination, full-chain services and all-round empowerment for the province’s "Touyan" cultivation initiative. The meeting comprehensively reviewed the achievements made since the project’s launch, outlined plans to improve the cultivation service system, and announced the establishment of "Touyan" Work Stations.

Responsible persons from relevant institutions, including Shaanxi Provincial Department of Agriculture and Rural Affairs, Shaanxi Modern Agricultural Training Center, Free Trade Office of Yangling Demonstration Zone and Northwest A&F University, attended the meeting alongside more than 70 representative trainees of the "Touyan" Project.

As the undertaking unit of the project, Northwest A&F University has trained a total of 1,882 "Touyan" trainees since 2022, achieving full coverage of all counties (cities, districts) in Shaanxi Province. The trainees cover ten leading industries such as grain and oil, apples and live pigs, forming a cultivation pattern with "full industrial coverage and no regional gaps".

After four years of practice, the project has achieved remarkable results. The comprehensive capabilities of "Touyan" trainees and their effectiveness in linking and driving farmers have been continuously improved, making them the core backbone of rural industrial development in various regions.

Establishing a systematic and regular service system is crucial to stimulating the vitality of "Touyan" trainees and expanding their leading role. At the meeting, the Decision on Authorizing the Establishment of "Touyan" Work Stations for the 2025 Rural Industry Revitalization Leader Cultivation "Touyan" Project in Shaanxi Province (Guanzhong and Northern Shaanxi Regions) was announced.

Among them, the Shaanxi "Touyan" Industrial Development Service General Station will play a core role in overall coordination and service leadership, while grass-roots work stations will take root at the front line to build a service platform for resource sharing and information exchange, bridging the "last mile" in serving "Touyan" leaders. Relevant leaders awarded plaques to the general station and local work stations at the meeting.

The holding of the promotion meeting has comprehensively summarized the experience and practices since the project’s implementation, and consolidated the consensus among all parties to jointly promote rural talent cultivation. Efforts will be made to refine, implement and improve the "Touyan" cultivation work, continuously improve the cultivation system and quality, give full play to the demonstration and leading role of "Touyan" leaders, empower industrial revitalization through talent revitalization, and contribute more wisdom and strength to the comprehensive rural revitalization and high-quality agricultural development in Shaanxi.
