Miyun Launches "Grant-Investment Linkage" Plan to Boost Technology Transformation

To address the difficulties in financing and implementation during the initial stage of technological achievement transformation, a new implementation plan for "grant-investment linkage" in technological achievement transformation has recently been officially issued and implemented in Miyun District, Beijing. By innovating the fiscal fund support model, the plan establishes a long-term mechanism of "first grant, then equity conversion, and withdrawable", injecting strong momentum into the landing and transformation of technological achievements in Miyun and supporting the high-quality development of regional industries.

It is understood that the plan clearly sets up a special fund for "grant-investment linkage", focusing on supporting the transformation of technological achievements in strategic emerging industries and future industries such as new energy vehicle cluster industry, life and health service industry, advanced equipment, and ecological environmental protection. The target groups include enterprises, as well as entrepreneurial talent teams from universities, scientific research institutes, medical and health institutions, and national high-tech enterprises.

Meanwhile, to cultivate the foundation for regional industrial development and attract outstanding innovative talents, potential projects that are shortlisted after review but temporarily fail to meet the "grant-investment linkage" support conditions will be selected to receive a one-time fund support of 100,000 yuan in the form of scientific research projects. This support helps them improve technology, cultivate markets, and accelerate the achievement of industrialization conditions, with supported projects required to complete enterprise establishment within one year.

To standardize fund management and achieve a virtuous cycle, the plan clarifies a clear equity conversion and withdrawal mechanism. In principle, the period from fund allocation to equity conversion shall not exceed 2 years. When the newly established enterprise of the project carries out social financing, listing, listing on the stock market, merger and acquisition, or other situations, it shall be deemed to have met the equity conversion conditions.

The previously allocated support funds will be converted into equity investment in principle, with the equity holding period not exceeding 5 years in principle. After withdrawal, the principal will be rolled back to the "grant-investment linkage" special fund, forming a sound pattern of circular and sustainable support for fiscal funds. This model not only plays the supporting role of fiscal funds as "timely help" but also realizes the preservation and appreciation of funds through market-oriented mechanisms.
