Fujian Provincial State-owned Enterprises Lead Technological Innovation to Boost High-quality Development
State-owned enterprises play an irreplaceable role as the main force in technological innovation and high-quality economic development in Fujian. Data for 2025 shows two outstanding indicators of Fujian’s provincial state-owned enterprises: R&D investment hit a new high of 12.2 billion yuan, with an investment intensity of 2.59% ranking among the top tier of provincial supervised enterprises nationwide; they also owned 159 national high-tech enterprises and completed a total investment of 72.4 billion yuan, over 45% of which flowed into strategic emerging industries.
People’s Network reported that these figures reflect Fujian’s efforts to revitalize traditional industries and foster new productive forces through technological innovation, as well as provincial state-owned enterprises’ determination to seek innovation and build a "second growth curve". Technological breakthroughs in key areas have consolidated the industrial foundation.

Xiamen Golden Egret Special Alloy Co., Ltd., affiliated to Xiamen Tungsten Industry, has independently developed the "Yinque Series" titanium alloy milling cutters, realizing domestic substitution for imported products. Once dominated by foreign brands, over 70% of China’s titanium alloy cutter market is now occupied by domestic products, thanks to the team’s three-year research on new PVD coating technology, which reduces the affinity between the coating and titanium alloy by more than 15%.
China News Network noted that the Yinque Series outperforms similar foreign products by 15%-20% in overall performance, with 50% higher linear speed and 20% higher high-temperature hardness. In 2025, the company’s R&D investment reached 271.5 million yuan, a year-on-year increase of 25.8%, and it is now building a full-process closed-loop data chain for cutting tools.
Intelligent upgrading has become another focus of Fujian’s provincial state-owned enterprises. Fujian Water Investment Digital Technology Co., Ltd. has led the formulation of a local standard for remote water meter communication protocols, breaking data barriers between different manufacturers. Its intelligent water affairs platform, which covers 29 counties and cities, benefits nearly 10 million urban and rural residents by realizing real-time monitoring and automatic maintenance dispatch.
Securities Times reported that Fujian Marine Electric Power Operation and Maintenance Technology Co., Ltd. has developed the "SES" integrated operation and maintenance system, integrating practical experience of over 700 maintenance personnel. The system reduces wind farm operation costs by 20% and increases wind power utilization rate by 1.8%, with its business covering 26 provinces and an annual service installed capacity of 4.61 million kilowatts.
In the first quarter of 2026, Fujian’s provincial state-owned enterprises achieved a year-on-year increase of 10.49% in operating income and 95.83% in total profit. The Provincial State-owned Assets Supervision and Administration Commission has launched five major initiatives to promote industrial upgrading and innovation.
In the future, Fujian’s provincial state-owned enterprises will continue to increase R&D investment, focus on key technological breakthroughs, accelerate the integration of artificial intelligence and traditional industries, and expand new development tracks, striving to make greater contributions to Fujian’s high-quality development.
