China Maps Out "15th Five-Year" Blueprint for High-Quality Development of Electronic Information Manufacturing Industry
Wuhan, Hubei Province – China’s Ministry of Industry and Information Technology (MIIT) has outlined key priorities for the electronic information manufacturing industry during the "15th Five-Year Plan" period, with a focus on technological innovation and industrial upgrading, according to China Industry and Information News Network.
The announcements were made at the 2026 National Industry Conference on High-Quality Development of Electronic Information Manufacturing, which was held recently in Wuhan, Hubei Province. Xiong Jijun, Vice Minister of MIIT, addressed the conference, stating that the industry should enhance forward-looking planning and proactiveness in the coming years to foster new industries, new drivers and new growth poles.
"We will refine the formulation of relevant plans for the electronic information manufacturing industry in the '15th Five-Year Plan' period, accelerate the development of the Fifth-Generation Reduced Instruction Set Computing (RISC-V) industry, and vigorously promote the iteration and upgrading of artificial intelligence terminals," Xiong noted. He added that efforts would be made to achieve synchronous breakthroughs in complete machines and components, and create "best-selling" products to boost market vitality.

To better meet public demand, the ministry will enrich the supply of consumer electronics, provide intelligent solutions for medical care, elderly care and education sectors, and push forward key work including the mandatory national standard for mobile power supplies, tackling the complexity of TV operations and unifying mobile phone charging interfaces, according to the conference content released by MIIT.
Recent years have witnessed remarkable achievements in China’s electronic information manufacturing industry. Data from MIIT shows that in 2025, the operating income of the computer, communication and other electronic equipment manufacturing industry reached 17.4 trillion yuan, accounting for 12.5% of the total industrial operating income and ranking first among 41 major industrial categories for 13 consecutive years.
Ding Chibiao, Vice President of the Chinese Academy of Sciences, commented on the industry’s progress, saying that China has built a comprehensive RISC-V development system from technological innovation to industrial application, which provides a "Chinese solution" for the industry’s independent development. "The breakthrough in RISC-V technology has laid a solid foundation for China’s electronic information manufacturing industry to move towards high-quality development," he added, according to China Daily.
As a strategic and foundational industry, the electronic information manufacturing sector plays a crucial role in stabilizing industrial economic growth. MIIT’s new blueprint is expected to further strengthen the industry’s core competitiveness and promote its in-depth integration with the real economy, laying a solid foundation for building a manufacturing power.
