Haidian District Forges Ahead as AI Industry Benchmark with Agglomeration Efforts

A series of initiatives, including the construction of a domestically leading ultra-large-scale high-performance single intelligent computing cluster, the launch of a public computing power platform ecological network, and the establishment of a high-end data annotation demonstration base, underscores Haidian District’s commitment to building a benchmark agglomeration area for the artificial intelligence (AI) industry.

Recently, Beijing Zhipu Huazhang Technology Co., Ltd., located in the AI Origin Community of Haidian District, Beijing, was listed on the Hong Kong Stock Exchange. Situated in the area with the most intensive scientific and educational resources in Haidian, the AI Origin Community takes a world-class AI innovation zone as its overall positioning.

Relying on Haidian’s advantages in AI industry agglomeration, top-tier scientific and educational resources and a sound innovation ecosystem, the community aims to become a global pioneer in original AI technology launches, a preferred destination for global AI youth entrepreneurship, a model for global AI integration and empowerment, a global AI innovation ecosystem agglomeration area, and a global pilot zone for AI reform and innovation through in-depth integration of "blocks, campuses and parks".

To accelerate the agglomerated development of the AI industry, Haidian District has implemented targeted policies. It has actively built the Beijing AI Innovation Block by relying on the AI Origin Community, AI North Latitude Community and the Beijing-Zhangjiakou Railway Relic Park Innovation Belt.

An upgraded version of the industrial policy for the AI industry highland has been issued, and strategic cooperation with seven universities including Tsinghua University and Peking University to jointly build an AI industry highland is being promoted in a list-based manner. 

By the end of last year, 48 new registered large models were added in Haidian District, bringing the total to 122, accounting for nearly 60% of the city’s total.

Looking ahead to the "15th Five-Year Plan" period, Haidian District will strive to build a source of independent innovation and an agglomeration area for emerging industries, while maintaining its leading position in AI development. 

It will take the implementation of the "Double Ten and Two Priorities" as the main focus, concentrate efforts on tackling 10 major pillar projects and 10 major construction scenarios, and lay a solid foundation for the five-year development with a good start in the first year.
