Xiamen State-owned Enterprises and Chinese Academy of Sciences Jointly Launch Xiamen-CAS Collaborative Innovation Platform
According to the State-owned Assets Supervision and Administration Commission of Fujian Province, published on 2 November 2026, Xiamen’s state-owned asset regulator and local municipal enterprises have signed a framework agreement with the Institute of Urban Environment of the Chinese Academy of Sciences and Guoke Innovation Investment Co., Ltd to set up the Xiamen SASAC-Guoke Collaborative Innovation Platform, also known as the Xiamen-CAS Collaborative Innovation Platform.
Delegates from C&D Group, Xiangyu Group, Huoju Group, Information Group and Xiamen State Capital Investment Corporation travelled to Beijing for the signing. The initiative follows an action plan issued by Xiamen in early September, which identifies deeper integration of technological and industrial innovation as a core priority for local state-owned enterprise development.

The participating municipal enterprises have evolved from trade and supply-chain operations into advanced manufacturing and emerging sectors. C&D Group is developing downstream copper processing projects and building capacity in new energy materials, biomedicine and artificial intelligence. Xiangyu Group plans to expand aluminium materials for aerospace applications and scale up biomanufacturing, while preparing to open its own innovation institute. Information Group seeks support for upgraded copper-based materials and joint work on data and modelling within national trusted data space trials.
The regulator compiled a consolidated list of technical requirements from multiple enterprises ahead of the Beijing visit. Separate discussions were held with the Institute of Process Engineering, the Institute of Automation and the Institute of Biophysics, matching research supply against industrial demand. Some partnerships are already under way; Huoju Group and the Institute of Process Engineering have a joint activated carbon canister project at pilot stage, with preparations for a joint venture to drive commercialisation. The Institute of Urban Environment and Guoke Innovation have also held matchmaking events in Xiamen for life-science projects this year.
The new platform is designed to align industrial demand in Xiamen with research resources from the Chinese Academy of Sciences and support the upgrading of state-owned enterprises. Municipal enterprises will lead dedicated industrial centres under the arrangement. A total of 234 application scenarios across artificial intelligence, smart city systems and intelligent logistics have been identified for technology validation. Xiamen State Capital Investment Corporation will make early-stage investments in suitable research projects alongside Guoke Innovation and establish a joint think tank for state-owned industrial research.
Xiamen has introduced an R&D reserve fund scheme for state-owned enterprises, the first of its kind within the national state-owned asset system. The city will implement central guidance on integrated technological and industrial innovation to support the transfer of research outcomes and attract new industrial projects.
