Sichuan State-owned Assets Supervision and Administration Commission Holds Meeting on Q3 Economic Performance of Supervised Provincial SOEs
According to information released by the Sichuan Provincial State-owned Assets Supervision and Administration Commission on October 30, 2026, the Sichuan Provincial State-owned Assets Supervision and Administration Commission convened a work coordination meeting on the economic performance of provincially supervised state-owned enterprises for the first three quarters on October 28.
The meeting implemented arrangements from the provincial conference on further deepening the reform of state-owned assets and state-owned enterprises, reviewed the operating conditions of provincially supervised state-owned enterprises in the first three quarters, identified prominent difficulties encountered by enterprises in operation, and arranged key tasks for the subsequent period.

The meeting noted that against a complex external environment this year, provincially supervised state-owned enterprises have implemented various operational measures and maintained generally stable operations, while progress on major indicators lags behind annual targets.
The meeting required enterprises to keep track of annual targets, seize policy opportunities, advance work in the fourth quarter and deliver annual goals.
Five work priorities were set out at the meeting. First, conduct performance monitoring against five core indicators including revenue, profit, added value, investment and research and development, with a focus on the energy and transportation sectors.
Leading personnel of enterprises are required to work on-site, establish problem lists and carry out rectification within set timeframes. Second, boost investment through key projects, speed up the preparation of major projects, optimize industrial layout centering on emerging industries, and pool resources to foster emerging industrial projects and key enterprises.
Third, increase research and development input for strategic emerging industries, carry out technology projects, cultivate technology-based enterprises and specialized, sophisticated, unique and innovative enterprises, improve statistics on research and development spending and meet annual R&D budget targets.
Fourth, push forward cost reduction and efficiency improvement, continue cost control efforts, reduce the number and amount of loss-making enterprises, improve the performance of listed companies, expand financing channels and revitalize idle and underutilized assets.
Fifth, improve the risk prevention and control system, restrict investment and business activities beyond financial capacity and core business scope, prohibit false trading such as circular transactions and nominal order transactions, strengthen upgraded management of highly indebted subsidiaries and forestall major risks.
