Second southern phase of Gulei petrochemical base combined heat and power project enters full operation
According to Fujian Provincial State-owned Assets Supervision and Administration Commission, published 21 October 2026, the full commissioning ceremony for the second southern phase of the combined heat and power project at the Gulei Petrochemical Base was held on the Gulei Peninsula. Classed as a key provincial construction scheme, the facility provides core utilities for the southern zone of the Gulei petrochemical park and the China-Saudi Gulei Ethylene Project. Its start-up delivers stable energy supplies for the billion-yuan petrochemical cluster and lifts the base’s supporting utility capacity.
The scheme forms a core part of Fujian Energy and Petrochemical Group’s “lead enterprise plus industrial chain plus public utilities” layout at Gulei. It supports steady operations for the China-Saudi Gulei Ethylene Project and local operators including Fuhaichuang. Adopting a centralised public heating and power model rather than standalone captive power stations, it addresses shortages of steam and electricity supply within the park.

Two 830-tonne-per-hour high-temperature ultra-supercritical coal-fired boilers and two 75 megawatt extraction back-pressure steam turbines have been installed under the second phase. These new units operate in standby alignment with phase-one plant to create an integrated heat network of six boilers and five turbines. A full-spectrum environmental control system has been built alongside, achieving zero liquid discharge across the site and ultra-low atmospheric emissions, to support progress towards a zero-carbon industrial park. Twelve domestically leading technologies and eight digital initiatives including digital twins have been deployed. Sixteen invention patent applications and ten utility model patent applications have been filed and accepted.
Once operational, the second phase generates 2.24 billion kilowatt-hours of electricity each year and supplies more than 20 million tonnes of heat annually, placing it among the largest heat supply installations nationwide. It will become Fujian’s biggest single heat source once the China-Saudi Gulei Ethylene Project reaches full output.
