New Chinese‑Government Framework Released to Boost Recreational‑Vehicle Consumption

The General Office of the State Council has circulated policy guidance drawn up by ten government departments, including the Ministry of Culture and Tourism, the National Development and Reform Commission and the Ministry of Industry and Information Technology. 

Entitled *Several Measures on Promoting Recreational‑Vehicle Consumption*, the document targets existing bottlenecks restricting the market for motor caravans, caravan trailers and camping vehicles. It seeks to unlock consumption potential and respond to rising public demand for improved leisure lifestyles.

The policy package sets out nine distinct sets of measures that span the full consumption chain for recreational vehicles. Proposals cover improvements to the quality of recreational‑vehicle supply, revised administrative rules for vehicle registration, end‑of‑life disposal and driver training and testing. 

Further provisions address road access and parking rights, the expansion of dedicated caravan campsites, better‑developed tourist products together with supporting management services, upgrades to vehicle‑hire arrangements, expanded financial support, national promotional initiatives for recreational‑vehicle consumption, and clearer allocation of safety‑management responsibilities.

Work will proceed across relevant administrative bodies to implement the complete set of provisions. The policy aims to remove practical barriers encountered by recreational‑vehicle owners and travellers as domestic leisure‑oriented motoring continues to expand.
