At 08:18 on 18 August, Unit 6 of SPIC Binhai 2 × 1 000 MW expansion project passed its 168‑hour full‑load trial run and entered commercial operation, bringing the whole expansion scheme into full service.
Built to the standards for new‑generation coal‑fired power facilities, the site houses two ultra‑supercritical double‑reheat clean high‑efficiency coal‑fired generating sets. The units deliver flexible performance with deep‑peak and rapid‑response regulating capacity.
They represent the first pair of gigawatt‑class coal‑fired units to reach full commercial operation in Jiangsu throughout the summer peak‑demand period. Enhanced grid‑regulation capability from the complex will underpin grid security for deep‑sea wind‑farm development across northern Jiangsu during the 15th Five‑Year Plan cycle.

Development work drew on Binhai Port’s logistical links, available land and port storage capacity in Yancheng. A multi‑energy complementary base integrating wind, solar, thermal power and battery storage forms the core objective for the site. Unified on‑site management was adopted throughout construction, with rigorous whole‑process governance covering pre‑project assessment, site clearance, build‑phase delivery and post‑commission optimisation.
Strict controls were enforced across safety, environmental compliance, build quality, timelines and overall project costs to secure high‑quality hand‑over.
Once operating at full capacity, the facility will supply 10 billion kilowatt‑hours annually to Jiangsu’s power grid, matching the yearly electricity consumption of roughly four million households.
Output from the plant will support local load requirements while creating stable grid conditions for incoming large‑scale offshore wind power. Operational datasets will continue to be gathered as the plant runs, informing future implementation of comparable multi‑energy infrastructure across eastern China.
