Hainan Offshore Duty-Free Consumption Rises Strongly In First Half On Integrated Tourism, Expo And Sports Events

According to Haikou Customs, official statistics released on 8 July outline robust offshore duty-free consumption performance across Hainan Province for the opening six months of 2026. Customs authorities oversaw duty-free shopping turnover totalling RMB 19.92 billion, covering 15.966 million individual goods items and drawing 2.793 million eligible shoppers, with year-on-year growth rates of 18.8 per cent, 7.3 per cent and 12.6 per cent respectively.

Hainan has rolled out an integrated development framework combining cultural tourism, international sporting competitions, expos and seasonal duty-free retail to expand inbound and domestic visitor bases through the first half. 

The 6th China International Consumer Products Expo formed a core catalyst for high-end consumer spending, complemented by passenger surges during the Qingming Festival, May Day holiday and Dragon Boat Festival. 

Major international sporting fixtures including the ABB FIA Formula E World Championship and the 6th Asian Beach Games held in Hainan further lifted the island’s international profile, sustaining steady momentum for offshore duty-free retail. 

The sector advances along pathways of internationalised service standards, premium product ranges and diversified retail offerings.

All licensed duty-free retail operators have tailored promotional campaigns aligned with major expo schedules, rolling out global product debuts, exclusive event discounts and cross-brand bundled offers. Integrated consumption frameworks linking exhibition visits, island travel and duty-free shopping have been developed to convert visitor footfall generated by large-scale expos into tangible retail revenue growth.

Policy upgrades for offshore duty-free shopping have widened the scope of available merchandise and simplified purchasing procedures for all visitor groups across Hainan Free Trade Port. Operators continue to expand inventory lines covering luxury beauty, electronics, fashion goods and domestic branded products to match diversified consumer demands. 

Customised marketing packages tied to sports tournaments and seasonal travel peaks will remain in place throughout the rest of the year to maintain stable customer flow for duty-free premises.

 Streamlined customs clearance procedures will support efficient goods circulation and seamless shopping experiences for domestic and overseas visitors transiting the island’s ports and airports.
