Beijing State-owned Enterprises Drive Breakthroughs in BTH Coordinated Development

Beijing’s state-owned enterprises (SOEs) are advancing the Coordinated Development of the Beijing-Tianjin-Hebei (BTH) Region, delivering breakthroughs in industrial integration, scientific innovation, transport connectivity and the development of Beijing’s Municipal Administrative Center (MAC) and Xiong’an New Area. Aligned with the capital’s “Four Centers” strategy, these enterprises are deepening regional collaboration and shaping a new chapter of integrated growth.

Industrial Integration Builds a Connected Economic Zone

Industrial integration forms the core of BTH cooperation. SOEs are scaling investment across key areas, driving clusters and supply-chain alignment.

Shougang Group exemplifies this shift. Its relocation to Caofeidian in Hebei created a world-class high-grade steel base. Since the 14th Five-Year Plan, dedicated lines for new-energy vehicle electrical steel and continuous casting-rolling lines have started operation, with automotive sheet, electrical steel and tinplate leading domestic market share.

Shougang’s transition embodies green industrial transformation. It has adopted ultra-low-emission processes, advanced technologies and circular systems, evolving from “black metallurgy” to “green intelligent manufacturing”. As the first anchor enterprise in Caofeidian, Shougang Jingtang has attracted nearly 100 supporting firms, forming a complete steel chain and boosting construction, logistics and services.

Beijing Beihai, a subsidiary of Beijing Jingcheng Machinery Electric Holding, has relocated all high-end boiler capacity to Tangshan. The site, operational since 2023, has seen output rise from 3,000 tonnes to 18,000 tonnes in 2025, with 20,000 tonnes targeted for 2026. It has gathered over 90 upstream and downstream partners, filling Hebei’s gap in ultra-supercritical power plant boilers.

BAIC Group steers a full automotive supply chain with more than 210 subsidiaries and over 50 component manufacturers across BTH. Its component platform, Hainachuan, covers electrification, intelligent systems and core parts, supporting nearly 600 suppliers. BAIC also promotes innovation through the Zhongguancun BTH New Energy Vehicle Association and maker competitions to strengthen industrial chains.

Beijing Energy Group supplies green power across the region, with renewable capacity exceeding 31 gigawatts. Key projects include the Zhangjiakou–Beijing renewable energy demonstration and Zhuozhou thermal power plant, advancing clean energy adoption.

New Wings Take Shape: MAC and Xiong’an Progress

Beijing’s MAC and Xiong’an New Area are developing rapidly with strong SOE involvement.

Beijing Engineering Consulting, under Beijing State-owned Assets Management, has supported over 1,000 MAC projects including Beijing School and the Grand Canal Museum. Its Xiong’an team has delivered more than 600 assignments, covering the East-West Axis and Yue Rong Park.

Three SOEs—Beijing Investment Group (BIG), Beijing Tourism Group and Beijing Housing Security Center—have completed relocation to the MAC, with Huaxia Bank and Beijing Institute of Architectural Design following suit. BIG leads landmark projects such as the Forest Park, the Grand Canal Cultural Complex and Jinghua Fuyuan Park, which opened in May 2026 as a new leisure destination.

In Xiong’an, SOEs are delivering critical infrastructure and public services. Beijing Construction Engineering Group completed Xiong’an Xuanwu Hospital, the area’s first tertiary facility, alongside water-recycling plants, expressways and resettlement housing.

Beijing Urban Construction Group has undertaken nearly 50 projects with a total floor area of over 3.4 million square metres, including schools, stadiums and ecological initiatives.

Beijing North Star Group supports Xiong’an’s conference and hospitality sector. Its Capital Convention and Exhibition Centre manages Xiong’an Convention Centre, hosting over 2,000 events. A new international academic hotel opened in May 2026, forming a “one centre, two hotels” layout.

Ecological restoration underpins regional sustainability. Yongding River Management Company has restored the river after 26 years of drying, achieving five consecutive years of full water flow and three years of year-round connectivity. Beijing Drainage Group operates 89 wastewater plants, 2,125 kilometres of pipelines and 10 ecological parks in Xiong’an, covering 651 square kilometres and improving the Baiyangdian environment.

Future Outlook

Beijing SOEs will continue to drive BTH integration, advancing industrial upgrading, low-carbon transition and collaborative innovation. They will further align development strategies, share resources and replicate successful models, accelerating the building of a modern capital metropolitan area and delivering shared prosperity across the region.
