Ningxia State-owned Enterprises Launch 190 R&D Projects to Boost High-quality Development
Under the deployment of the Special Action Plan for Technological Innovation of Ningxia regional state-owned enterprises (2025-2027) and the Guiding Opinions on Developing New Quality Productive Forces, local state-owned asset authorities have guided supervised enterprises to roll out targeted scientific research initiatives aligned with industrial demands.
Ningxia State-owned Assets Supervision and Administration Commission has recently led regional supervised enterprises to plan a batch of key research projects focusing on core technology breakthroughs, industrial chain optimization and new product promotion. According to official releases, the enterprises have confirmed 190 scientific research projects in total, with an estimated overall investment of 560 million yuan.
The projects form a multi-tiered innovation system covering national, regional, municipal and enterprise-level initiatives. The project portfolio includes 2 national-level programs, 93 autonomous regional-level projects, 23 municipal-level initiatives and 72 independent enterprise research projects, building a coordinated innovation framework across multiple administrative and operational levels.

These research programs cover a wide spectrum of key industrial sectors, including agriculture and breeding, brewing and equipment manufacturing, power and energy supply, construction, transportation, information technology and ecological environmental protection. The diversified layout underpins the dual advancement of traditional industrial upgrading and emerging industrial cultivation among local state-owned enterprises.
In terms of research collaboration models, enterprises independently carry out 56 projects, while 134 programs are developed through joint cooperation with external partners. Regional supervised state-owned enterprises take the lead in implementing 104 joint projects, accounting for 77.6 percent of all collaborative initiatives. The data highlights the growing leading role of local state-owned enterprises in industry-university-research cooperation, which effectively integrates diverse innovation resources and accelerates research on key and generic industrial technologies.
Ningxia State-owned Assets Supervision and Administration Commission will further improve the scientific research project management system for supervised enterprises. Standardized management of R&D investment will be fully implemented, and targeted tracking and supportive services will be provided for key ongoing projects. The moves aim to enable technological innovation to serve as a core driving force for sustainable corporate high-quality development.
Local state-owned enterprises will continuously explore and reserve forward-looking technological breakthroughs and innovative development directions. The sustained innovation layout will consolidate technological foundations for fostering new quality productive forces and facilitating steady economic and social progress across Ningxia.
