Shaanxi Leverages Advantages to Accelerate Innovation-Driven High-Quality Development
Endowed with abundant scientific and educational resources, sufficient innovation momentum, a complete industrial system, rich energy resources, sustained policy support and superior location, Shaanxi has been stepping up its innovation-driven development. In recent years, the province has ranked among the top in China in terms of innovation output index and the number of national science and technology awards, with R&D investment intensity leading western China.
The 14th Five-Year Plan period has laid a solid foundation for Shaanxi’s innovation drive. During this period, the number of technology-based small and medium-sized enterprises and high-tech enterprises in the province more than tripled, and the number of enterprises listed or approved on the Sci-Tech Innovation Board quadrupled. Qin Chuang Yuan platform and the "Three Reforms" have accelerated the whole chain of R&D deepening, achievement transformation, enterprise incubation and industrial catalysis, with the Xi’an Regional Science and Technology Innovation Center approved for construction.

In the new material sector, enterprises have made remarkable breakthroughs. A local enterprise has developed a series of carbon fiber products and achieved industrialized production, breaking foreign monopoly and holding 85 authorized patents. Another enterprise boasts the largest high-performance carbon fiber production line in Shaanxi, with its polyacrylonitrile-based carbon fiber featuring a carbon content of over 90%, widely used in marine equipment, wind power blades and photovoltaic brackets. It plans to start the second phase of the first project in the second half of 2026, adding 5,000 tons of carbon fiber production capacity.
Shaanxi has also made solid progress in the semiconductor industry. Xi’an now has more than 150 above-scale enterprises in the semiconductor and photon industrial chain, with its industrial scale ranking among the first echelon in China. In 2025, Xi’an established a semiconductor industry innovation center, integrating over 50 units to promote in-depth collaboration between industry, academia, research and application, and smooth the key link of "R&D - pilot test - transformation - incubation".
An OLED material enterprise rooted in Xi’an has more than 1,000 patents, 99% of which are invention patents covering markets in Japan, South Korea, Europe and the United States. It has changed the situation where domestic panel manufacturers relied on imports for OLED terminal materials and become a leading enterprise in the provincial photon industrial chain.
Facing the 15th Five-Year Plan period, a crucial stage for building a strong province in education, science and technology, and talents, Shaanxi will integrate five-year plans with annual arrangements. It will consolidate traditional industries while optimizing industrial structure, focus more on emerging and future industries, and strive to become a western demonstration in innovation-driven high-quality development.
Shaanxi will accelerate the construction of the Xi’an Regional Science and Technology Innovation Center, promote the integration of technological, industrial and financial innovation, and vigorously deploy in commercial aerospace, special equipment and low-altitude economy. China Association for Science and Technology provides professional support for the province’s innovation drive, indicating Shaanxi’s bright prospects in cultivating new quality productive forces and boosting high-quality development.
