China Issues Guidelines to Expand and Upgrade Service Industry, Targeting 100 Trillion Yuan Scale by 2030

The State Council of China has recently issued the Opinions on Promoting the Expansion and Quality Improvement of the Service Industry, setting a clear target that remarkable progress will be made in the high-quality development of the service industry by 2030, with its total scale exceeding 100 trillion yuan. This guideline aims to address the supply-demand gap in the service sector, enhance its quality and competitiveness, and better meet the people’s growing needs for a better life. China Government Network reports that the service industry has become a key pillar of China’s national economy, playing an increasingly important role in promoting economic growth and ensuring people’s livelihoods.

At a regular policy briefing held by the State Council Information Office on the 28th, Shen Zhulin, Vice Chairman of the National Development and Reform Commission, elaborated on the core connotation of "expansion" and "quality improvement" in the guideline. He explained that "expansion" focuses on addressing the supply-demand gap in the service industry, continuously expanding service supply, fostering new growth points in the service sector and new space for service trade to make the "cake" bigger. "Quality improvement", on the other hand, aims to raise quality standards, enhance professionalization and strengthen brand competitiveness to make the "cake" better.

The guideline outlines 10 key areas for the expansion and quality improvement of the service industry, covering both producer services and consumer services to achieve all-round development. Global Network points out that the layout focuses on complementing shortcomings and strengthening weak links, with targeted measures for different service fields to promote the high-quality development of the entire service industry.

In terms of producer services, the guideline focuses on 6 major areas and 17 key links, including scientific and technological services, modern logistics, software and information services, supply chain finance, energy conservation and environmental protection services, and business services. These measures are oriented towards the production and operation activities of enterprises, aiming to strengthen the entire industrial chain and make up for shortcomings and weak links, thus providing strong support for the high-quality development of the real economy.

For consumer services, the guideline focuses on 4 key areas and 9 industries, namely resident services, elderly care and child care services, health services, and culture, tourism and sports services. It is committed to meeting the diverse and multi-level needs of the general public in daily life, continuously improving the quality of consumer services, and enhancing people’s sense of gain and happiness. China Government Network reported that China’s service industry achieved rapid growth in 2025, with its added value exceeding 80 trillion yuan for the first time, reaching 80.8879 trillion yuan, a year-on-year increase of 5.4%.

The added value of the service industry contributed 61.4% to national economic growth in 2025, an increase of 3.7 percentage points over the previous year, indicating its increasingly prominent role as an economic pillar. Modern service industries such as information transmission, software and information technology services, and leasing and business services maintained double-digit growth, driving the continuous upgrading of the service industry. The integration effect between modern service industries and advanced manufacturing industries was also accelerating, spurring the emergence of new formats and new scenarios.

The issuance of the guideline is of great significance for optimizing the structure of China’s service industry, expanding service consumption and promoting high-quality economic development. By focusing on both expansion and quality improvement, China is striving to build a more efficient, high-quality and diversified service industry system, which will not only boost domestic demand but also provide strong support for the stable and healthy development of the national economy.
