Huairou District Achieves Strong Start with 8.5% GDP Growth in Q1 2026

On April 21, Huairou District of Beijing held a press conference on its economic and social development in the first quarter of 2026. Gao Zhiqing, Member of the Standing Committee of the Huairou District Party Committee, Executive Deputy District Mayor and Spokesperson of the District Government, announced at the conference that the district’s economy maintained a steady and positive momentum in the first quarter, with a year-on-year GDP growth of 8.5%, ranking among the top in Beijing. The tertiary industry accounted for more than 70%, achieving a solid "good start" and laying a firm foundation for high-quality development during the 15th Five-Year Plan period.

Beijing Daily reported that Huairou’s economic growth featured both quantity and quality improvement, with "new productive forces" serving as the core driving engine. Leveraging the original innovation advantages of Huairou Science City, the district has connected the innovation and industrial chains through eight achievement transformation models, accelerating the construction of a "4410" modern industrial system.

Industrial added value increased by 6.3% year-on-year, with the output value of the intelligent equipment and systems industry reaching 11.27 billion yuan. Remarkable scientific and technological innovations emerged: in the medical and health field, "Huatuo No.1", China’s first localized laser proton knife treatment device, made a leap from principle prototype to engineering prototype. The output value of the new materials industry surged by 47.8% year-on-year, and the thermoelectric performance of new flexible thermoelectric films set a new world record.

Both investment and consumption drove growth effectively. Supported by large-scale projects such as Yanqi Town and the 111 National Highway outbound line, construction investment increased by 34.9% year-on-year. The consumer market was prosperous and orderly, with more than 70 activities including "Spend the Spring Festival in Huairou" boosting tourism volume and income during the Spring Festival.

In consumer services, the revenue of culture, sports and entertainment industries rose by 50% year-on-year. "Pegasus 3", a film produced by Huairou-based film enterprises including Damai Entertainment (Beijing) Co., Ltd., topped the Spring Festival box office. The construction of the "Two Zones" achieved breakthroughs, with actually utilized foreign capital reaching 310 million US dollars in the first quarter, a year-on-year surge of 672%.

A continuously upgraded business environment provided strong support for the "good start". In the first quarter, Huairou held a conference on optimizing the business environment and high-quality development, releasing 20 new measures to polish the "Warm Huairou" service brand. It fully implemented "defect-tolerant acceptance" for enterprise registration, launched the Science City Government Affairs e-Station and International Talent Reception Hall, and realized "one-stop handling" of 60 high-frequency matters.

The district also launched the "Warm Huairou" business environment mini-program with a "policy calculator" to accurately push preferential policies. It issued 117 items in the first batch of "opportunity list" and adopted an "application-free and immediate enjoyment" model, providing over 53.86 million yuan of policy funds to 757 enterprises in the first quarter.

While promoting economic growth, Huairou improved urban functions and quality, with 62 projects included in Beijing’s first batch of urban renewal plans for 2026. The Dongguan plot project, positioned as a benchmark for balancing work and living needs of Huairou Science City, has been officially listed.
