Zhuozhou Seizes Opportunities to Undertake Beijing's Industrial Spillover, Boosting Beijing-Tianjin-Hebei Coordinated Development

As the morning mist lingers, a truck loaded with unwashed linen from Beijing hotels slowly enters the factory area of Zhuozhou Kuaihou Intelligent Washing in Dongxianpo Town, Zhuozhou City, Hebei Province. Less than an hour's drive south from downtown Beijing, the linen is put into a fully automated washing process, where intelligent equipment operates at high speed to complete washing, drying and packaging in one go. Behind this efficient operation is the steady supply of high-quality steam from Beijing Energy Zhuozhou Thermal Power Plant adjacent to the factory, a vivid manifestation of Zhuozhou's efforts to undertake Beijing's industrial spillover and serve the capital's development.

According to CNR News, the first phase of Beijing Energy Zhuozhou Thermal Power Project is a key energy project for the coordinated development of Beijing-Tianjin-Hebei and a pilot demonstration project for "Beijing's relocation and Zhuozhou's undertaking". Located in Dongxianpo Town, the two units were put into operation in 2017 and 2018 respectively, with a heating capacity of 780 megawatts and a heating coverage area of 20 million square meters, benefiting nearly 500,000 residents in Beijing and Hebei. It not only ensures the stability of people's livelihood heating, but also lays a solid energy foundation for industrial development.

"The advantage of steam is the key reason for us to choose Zhuozhou," said Sun Shaojun, general manager of Kuaihou Intelligent Washing, revealing the original intention of the enterprise's relocation. It is the high-quality steam resources brought by Beijing Energy Zhuozhou Thermal Power Plant, a project for relocating and transforming Beijing's non-capital functions, coupled with Zhuozhou's sound business environment, that prompted this Beijing-based enterprise to settle down resolutely. The enterprise has not only achieved a significant improvement in production efficiency and a substantial reduction in operating costs, but also derived more than 90% of its business from Beijing, becoming a vivid example of Beijing-Hebei industrial coordination.

In recent years, Dongxianpo Town has accurately seized this opportunity, focused on green washing, provided full-chain support for enterprise settlement, and attracted a number of modern washing enterprises to gather, driving more than 700 people to find jobs nearby. Once an energy town, it is accelerating its transformation into a professional "washing valley" serving Beijing and Tianjin. The landing and development of Beijing Energy Thermal Power and Kuaihou Intelligent Washing have formed a virtuous cycle of "projects attracting projects and relocation driving undertaking", practicing Zhuozhou's new model of "Beijing relocates, Zhuozhou undertakes; Beijing serves as the headquarters, Zhuozhou provides supporting services".

Seizing the opportunity that the "Spatial Coordination Plan for the Modern Capital Metropolitan Area (2023-2035)" has included Zhuozhou in the commuting circle, function circle and industrial coordination circle, Zhuozhou has taken pragmatic actions to focus on six leading industries including automobiles and auto parts, new materials, and biomedicine and health, and actively integrated into Beijing's industrial chain, supply chain and innovation chain. According to China Government Network, such cross-regional cooperation is an important part of promoting the integrated high-quality development of the Beijing-Tianjin-Hebei region.

Inside the production workshop of Chengdu Aerospace Moulding Zhuozhou Branch, a busy scene unfolds. An intelligent assembly line operates efficiently: it takes only 42 seconds to produce a set of automobile door panel interiors and 70 seconds to complete the whole process of injection molding, spraying and assembly of a bumper. The products can reach the vehicle base in Fangshan District, Beijing in about 45 minutes after offline.

A person in charge of the company's General Management Department said that the enterprise chose to settle in Zhuozhou to seize the development opportunity of Beijing Changan Automobile's entry into Doudian Town, Fangshan District. With a distance of only 30 kilometers from Doudian, Zhuozhou has realized the rapid response of parts supporting supply by virtue of its location advantage adjacent to the vehicle base and efficient intelligent production lines. By 2025, Zhuozhou has accumulated 39 cooperation projects with Beijing and Tianjin, with a total investment of 56.31 billion yuan, steadily advancing the high-quality development driven by Beijing-Tianjin-Hebei coordinated development.
