Pingyu, Henan: Outdoor Leisure Industry Flourishes, Forging a Path from "Nothing" to "Excellence"

PINGYU, Henan, April 8 – As spring breeze sweeps across the land and all things thrive, the High-Quality Development Conference of Pingyu County’s Outdoor Leisure Products Industry kicked off grandly on April 7. Experts and entrepreneurs from across China gathered to discuss development strategies and map out a blueprint for the county’s outdoor leisure industry, a sector that has risen from scratch to become a billion-yuan cluster in central China.

In recent years, Pingyu has adopted a "three-park co-construction" model, consisting of county-level leading industry parks, township-level rural revitalization parks and village-level common prosperity processing parks. This framework has provided a broad platform for the rapid development of the outdoor industry, attracting 304 enterprises including top players such as Tepson and Yongqiang Group, radiating more than a dozen surrounding counties and districts, and exporting products to over 68 countries and regions, according to People’s Network. It has now grown into the largest outdoor leisure products base in central China and a 10-billion-yuan industrial cluster.

"With outdoor leisure products as our core, we drive the coordinated development of hundreds of industries, striving to build a hub for project gathering, a highland for innovative development and a fertile land for efficiency improvement, making ‘the world looks to Pingyu for outdoor products’ a reality," said Liu Fei, Secretary of Pingyu County Party Committee, in his speech. He added that Pingyu would vigorously promote the "Three-Quality Initiative" focusing on quality, taste and brand, build a dual-brand matrix of "enterprise brands + regional brands", and create a well-known Chinese trademark for "Pingyu Outdoor" to help enterprises reduce costs and increase profits with systematic thinking.

Today, Pingyu’s outdoor products cover more than 10,000 varieties, including leisure furniture, outdoor sunshades, courtyard accessories and portable equipment. All processes, from rattan and aluminum pipe processing to mold making, spraying, finished product assembly and packaging logistics, can be completed within the county, forming a 10-kilometer full industrial chain closed loop, as reported by China Economic Net. The collaborative model of "leading enterprises placing orders and local supply of materials" has increased production efficiency by over 20% and reduced logistics costs by 30%, enabling enterprises to finish the entire production process without leaving the county.

"After ten years of intensive cultivation, Pingyu’s outdoor leisure industry has developed from scattered small workshops into an industrial cluster with an annual output value exceeding 12.6 billion yuan, achieving a transformation from a traditional agricultural county to the largest county-level outdoor leisure products base in China," Li Lei, County Mayor of Pingyu, promoted the county’s development advantages at the conference. He noted that the three-level parks with complementary functions have driven more than 130,000 people to find local employment; the county has built Henan’s first county-level "land port", opened sea-rail intermodal trains, and housed 170 cross-border e-commerce enterprises, accounting for 8% of the global outdoor products market share.

Li Wenfeng, Vice President of China Light Industry Arts and Crafts Import and Export Chamber of Commerce, commented, "Pingyu has blazed a distinctive path of industrial rise from ‘nothing to something, from something to excellence, and from excellence to strength’, setting an example for the high-quality development of county-level light industry economy in China." He suggested that Pingyu should continue to adhere to innovation-driven development, brand leadership, cluster strengthening and open cooperation to upgrade from "Pingyu Manufacturing" to "Pingyu Intelligence" and from a "manufacturing base" to an "innovation and brand highland".

A highlight of the day was the groundbreaking ceremony of the Beilai Outdoor Intelligent Manufacturing Industrial Park, invested by Zhejiang Beilai Industrial Group with 860 million yuan. Zhou Li, Chairman of Zhejiang Beilai Industrial Group Co., Ltd., admitted that the group chose to locate the park in Pingyu precisely because of its first-class business environment, efficient government services and vigorous development potential. The park is expected to achieve an annual output value of 800 million yuan after full completion.

At the crucial start of the 15th Five-Year Plan period, Wang Dongliang, Deputy Secretary of Pingyu County Party Committee, interpreted the "Implementation Opinions on Pingyu County’s ‘One Product Boosting Industry’ Project". The document anchors the development goal of building a 100-billion-yuan outdoor leisure products industrial cluster, specifying measures including a maximum 1 million yuan settlement allowance for high-level talents, an industrial development fund of no less than 1 billion yuan, and full-cycle "nanny-style" enterprise services to provide comprehensive policy support for industrial high-quality development.
