China Issues 210 National Logistics Standards During 14th Five-Year Plan Period

BEIJING, April 2 – Liu Hongsheng, Director of the Department of Standardization and Technology under the State Administration for Market Regulation (SAMR), briefed the media on the progress of China’s logistics standardization work during the 14th Five-Year Plan period (2021-2025) at a press conference held by SAMR on Wednesday, according to People’s Network reports. As a fundamental and strategic industry supporting national economic development, logistics has seen continuous improvement in its standardization system over the past five years.

Liu Hongsheng stated that a total of 210 national standards in the logistics field were released during the 14th Five-Year Plan period, covering multiple key areas to optimize the industry’s development environment. Among these, 13 standards including those for flat pallets, slip sheets and fruit and vegetable turnover boxes were issued, ensuring that national standards are consistent with international standards and that standards for segmented products are coordinated with general method standards.

In addition, 16 national standards were developed and released, focusing on multimodal transport such as cargo classification codes, traffic volume calculation, intermodal vehicles and waybills, which have effectively improved the level of integrated connection in multimodal transport. The SAMR also promoted the formulation of 20 mandatory national standards, including those for express green packaging, commercial vehicle fuel consumption limits and dangerous goods transportation, which have strongly promoted technological innovation and enhanced the level of logistics safety and emergency response.

Looking ahead to the 15th Five-Year Plan period (2026-2030), Liu Hongsheng noted that the SAMR will focus on three key aspects in logistics standardization work. Firstly, it will continue to improve the national logistics standard system to fill gaps in key areas. Secondly, it will focus on expanding the supply of mandatory national logistics standards to further strengthen safety supervision and industry norms. Thirdly, it will further promote the implementation and application of logistics standards, ensuring that standards play a practical role in promoting high-quality development of the logistics industry.

The continuous improvement of logistics standardization has laid a solid foundation for smoothing the economic cycle and promoting the high-quality development of the logistics industry. With clear goals for the 15th Five-Year Plan period, China’s logistics standardization work will continue to advance in a systematic and in-depth manner, providing strong support for the sound development of the national economy.
